Were and are produced by military facilities or military funded scientific research centers. Very little to none is produced by other sources.

Unlike with the weapons of mass destruction of the past, the threats of today or made by private industry and commercial companies that make these products for profit and may be blinded by profit when it comes to seeing the possible safety or ethical issues that may arise from developing such technology. Furthermore, because private industry and companies are making these technologies, a new type of ARMS RACE is being created, where the motivation to have the latest and most advanced technology is for the product to be sold to the highest bidder, or for the sake of "pure science," for the sake of research hoping that it will lead to advancements that will benefit mankind. It seems that an arms race perpetuated by these reasons speeds up the rate of the race much quicker than previous reasons.
